Getting SW Developed in Portugal – as Pleasant as Going there on Holidays?
- Details
A white paper by Nuno Ribeiro, ubiwhere and Joerg Stimmer, pliXos
The lack of IT experts (Fachkräftemangel) as heavily experienced in Germany is a challenge in many European countries and hampering growth. At the same time other countries do have SW developers, etc. in quality and valuable numbers who want to get engaged. Transferring them to Germany and hiring them locally is found not to be a long term solution.
We propose a dedicated nearshore approach to be a solution of choice by eliminating any overhead and adapting the best practices proven at corporations to the specific needs of smaller or medium sized enterprises (SMEs). The upcoming nearshore destination - Portugal - is introduced and some of the benefits of Portugal are explained. The expertise of the authors as well as the options to support companies – especially smaller or medium sized ones – by a successful nearshore approach in SW development is touched.

Since January 2, 2015 Hartmut Jaeger is in charge of Strategic Sourcing Advisory at pliXos. This unit combines the online tools of the pliXos Global Sourcing Platform with an innovative offering in consulting. Thanks to automation and standardisation a sustainable benefit is established for customers. Against the background of ever increasing dynamics in the markets Hartmut Jaeger sees the need to adapt classical Sourcing Advisory to support shorter runtimes of projects by a reduced expenditure in commercial and personnel resources. The pliXos Strategic Sourcing Advisory aims at supporting customers on a long term basis during their sourcing arrangements but focused solely when there is a specific need.
The offering includes development of Sourcing Strategies, running tender processes as well as negotiating, activating and actively managing sourcing contract. Building on an innovative approach “Outsourcing Relationship Management” allows pliXos to improve the sourcing relationship between customer and provider substantially and on a long term basis. Expert support throughout the complete lifecycle of a sourcing arrangement is offered under the trademark “Sourcing Advisory as a Service (SAaaS®)”.
The development and integration of innovative online tools to supporting sourcing advisory and increasing its efficiency is a vital competitive advantage according Hartmut Jaeger. The provision as Software as a Service (SaaS) and the combination with a uncharged global B2B marketplace for SW-projects is a digital business model with substantial benefits for the customer and has the potential to disrupt the market of sourcing consultancy. This in mind, pliXos will cooperate with other suppliers of such innovative tools and strengthen its own research and development. The customer’s request for security and data protection is covered by pliXos since its inception by operating the in form of a private cloud hosted in Germany in a certified data centre demand.
Hartmut Jaeger builds upon numerous years experience from a customer’s perspective as well as being leading Sourcing Advisory, e.g. at TPI Eurosourcing (ISG), PA Consulting and HDP Management Consulting. Dr. Joerg Stimmer, Managing Director of pliXos emphasizes “building on his vast experience in IT Sourcing Hartmut Jaeger will give pliXos valuable stimulus and strengthen our position for future growth”.

Experiences from the Design of an Artifact Model for Distributed Agile Project Management (PDF)
Conference: International Conference on Global Software Engineering (ICGSE)
Month: Aug
Publisher: IEEE
Year: 2014
Abstract:
The organization of projects with distributed teams is a demanding task for every project manager. Requirements need to be collected, documented, and discussed, and the resulting tasks must be distributed to the responsible sites. These activities require an efficient and continuous communication.
Furthermore, it is necessary to monitor a project and to track its progress from a management perspective. As a solution, we opt for a monitoring strategy that is based on the project artifacts and corresponding reports. For this, we defined in a previous work a generic artifact model for agile methods to enable seamless communication and data exchange between projects and teams. In this paper, we present a concrete instance aiming at providing the backbone of the information and data exchange subsystem of a SaaS-based collaborative project management and governance software for distributed software development.
We present the artifact model, give insights into its development, and discuss its feasibility. Our findings show that while the previously defined reference model adequately reflects basic concepts and thus allows for coupling distributed projects, we need to refine the artifact model to emphasize project management/governance and its implementation in tools.
